Wednesday tape, 16 Sep 2026

16 Sep 2026 · Markets

What happened
Bitcoin spent Wednesday around $75,000–$76,500 and was quoted near $76,200 on the Coinbase series into the U.S. evening — still far below the October 2025 high near $126,000. Tuesday’s session had already cut from the high $79,000s toward $75,000 after the Senate vote. Spot bitcoin ETF desks reported large redemptions around the vote (prints near $290–$450 million on 15 Sep, depending on the compiler), after a $160 million inflow on 14 Sep.
Why it might matter for Bitcoin
The Fed hike was widely expected. The tape did not collapse through $75,000 and hold there. Flows into the U.S. wrapper flipped from a one-day inflow to a heavy outflow around the vote. That is demand for the ETF, not a protocol event.
What we don’t know yet
Thursday’s Bank of England print and Friday’s Bank of Japan print. Whether ETF outflows persist after the hike is digested.

CLARITY cloture failed 49–50

15 Sep 2026, announced ~3:00 p.m. ET · Senate

What happened
The Senate did not invoke cloture on the motion to proceed to H.R. 3633 (Digital Asset Market Clarity Act). The Daily Press floor log records 49–50. Cloture needed 60. Senator Coons did not vote. Republican nos recorded on the log: Collins, Hawley, Moran, and Tillis (Tillis then moved to reconsider). No Democrat voted to proceed.
Why it might matter for Bitcoin
This was not a vote on bitcoin itself. It was a vote on whether the Senate would even start debating a market-structure bill. Failure leaves SEC/CFTC rule-writing and state law as the live path for 2026. A failed cloture is not a ban and not a finding that bitcoin is a security.
What we don’t know yet
Whether leadership uses the motion to reconsider before the midterm recess. January 2027 is a new Congress if they do not.

Fed raises the funds rate 25 bp

16 Sep 2026, 2:00 p.m. ET · FOMC

  • Decision
    • Target range moved to 3.75%–4.00%. Unanimous (12–0).
    • First hike since 2023. First adjustment of the Warsh chairmanship.
    • Statement: inflation remains elevated; the move is meant to support a timelier return to 2%.
  • What Warsh said
    • Summer inflation readings do not show underlying trends have meaningfully improved.
    • “We must be confident that underlying inflation is moving to our objective, clearly and at sufficient speed. Today, the FOMC decided that this standard has not been satisfied.”
  • Dots
    • A large majority of participants who submitted projections see at least one more hike this year. Warsh does not submit a dot.
  • Why it sits on this page
    • Dollar funding costs and risk appetite — liquidity weather, not a Bitcoin rule change.

International tape · 15 Sep 2026

15 Sep 2026 · Japan, EU, UK, India

  • Japan
    • 20-year JGB auction Tuesday cleared around 3.86%.
    • 10-year yield reported near 3% — a three-decade area.
    • BoJ meeting ends Friday. Markets have been talking a move from 1.00% toward 1.25%. Result not printed as of Wednesday night U.S.
    • Why it sits on this page: yen funding has squeezed bitcoin in past tightening weeks.
  • United Kingdom
    • 30-year yield reported near 6% (late-1990s area).
    • Bank of England decision Thursday noon UK. Still pending as of Wednesday night U.S. Hold at 3.75% has been the working assumption; a close vote is possible.
    • FCA talk of a tokenised-gold carve-out for London bullion.
  • European Union
    • Cyber Resilience Act reporting live since 11 Sep.
    • Wallet makers selling into the EU: 24 hours to flag an actively exploited bug, fuller notice in 72 hours.
  • India
    • Institutional tokenised-bond pilot (settlement test; retail later).
  • Also on desks
    • Large-economy 10-year averages cited near mid-2008 highs — bond math, not a Bitcoin rule change.
    • Circle’s Arc chain on some Wednesday calendars — a dollar-token rail, not bitcoin.

Reserve bill reported 28–21 — not a law yet

16 Sep 2026 · House Financial Services · H.R. 8957

  • What happened
    • Committee ordered H.R. 8957 reported favorably 28–21 (roll call FC-317). A substitute amendment was agreed to by voice vote.
    • That sends the bill toward the full House calendar. It is not passage, not a Senate vote, and not a signed statute.
  • What the draft still does
    • Write a Strategic Bitcoin Reserve into statute (today it exists by executive order).
    • Generally lock reserve bitcoin from sale or swap for 20 years. Coins mainly from forfeitures, not a mandated million-coin purchase.
    • Study budget-neutral ways to add coins — no new taxes or borrowing in the text as described.
  • What we don’t know yet
    • Whether leadership gives it a floor vote before the midterms. The Senate is a separate hill after Tuesday’s CLARITY cloture failure.

UAE digital-ID vault — Avalanche’s announcement

14–15 Sep 2026 · UAE PASS

  • What was said
    • Avalanche said on 14 Sep that UAE PASS’s Digital Vault — the document layer of the national ID app — is being integrated with its network, with TDRA and a firm called Deca4 named in that post.
    • UAE PASS is the country’s sign-in and e-signature system. Public figures put registered users above 12 million.
  • What that is not
    • Not bitcoin. Not a payment rail. A government document vault using a public chain’s kit, if the announcement holds.
    • TDRA’s own pages have described the vault as blockchain-powered without always naming Avalanche. Treat the chain name as Avalanche’s claim until the regulator publishes the same spec.
